We think this is both useful and clear.

yes, this gives some flexibility that could be of value in ensuring a wide range of people with neurodevelopmental disorders gain the support they need.

Local authorities does include education but we wonder if it would be wise to name education and schools to make it absolutely clear that this legislation impacts upon them as well.

anything that gives additional teeth to ensure the autism strategy is implemented would be welcome.

The timings seem adequate for the autism bill and the strategy and the guidance – the relevant bodies are aware of this consultation and should be in preparation already for the act getting on to the statute books.

yes and yes, hopefully there are enough diagnosticians in different parts of Wales.

It is good to have a list of potential professionals to be involved but not to say that ALL of these need to be a part of every assessment as that would prove impossible.  However it would also be good to include educational professionals on the list – teachers / FE and HE Lectures who may know the individual well if they are based in an education setting.

Trying to ensure that individuals do not fall between mental health services and learning disabilities services remains a real challenge in England and it would be good to try and ensure this problem does not occur in Wales. Accepting responsibility rather than trying to pass it on if the individual is autistic ………and not allowing IQ to be used as a measure to allocate an individual in one area or another.

concern re IQ levels as this can be used to try and push the individual towards  MH or LD services when both should be able to accept responsibility for an autistic individual.  The lists of possible data to be collected al look relevant - the PKU test question is about those not born in the UK as this is a standard test here.

It would be fine to include these in the guidance and help to make the bill succinct.

Yes to collecting the anonymised data in order to support planning for the future and to understand the issues for those with autism.

The three year cycle would give opportunity for evaluation and fresh impetus so we would favour this option.

Giving clarity to the needs of autistic people and acknowledge their vulnerability in this way will have a very positive impact.  The concern would be about funding to support the recommended processes.  Money will need to be set aside for the implementation of the strategy and adherence to the guidance.
